Effective November 1, 2026, important updates to Ohio State's vehicle rental program are now in effect, including changes affecting drivers ages 18-20 and updated rental vehicle contract rates.
Insurance Coverage Changes for Drivers Ages 18-20
- Due to a change in vendor coverage, Enterprise and National no longer provide insurance coverage for drivers ages 18-20 renting vehicles for university business. As a result, Hertz is now the only approved contracted rental supplier for university business rentals involving drivers in this age group, as Hertz continues to provide the required insurance coverage for eligible underage drivers.
- The university prohibits underage travelers (aged 20 and younger) from renting or operating rental vehicles obtained through Enterprise, National, or any non-contracted rental agency for university business. Insurance coverage is not available through these suppliers for this age group, nor can supplemental coverage be purchased. Travelers who rent through these providers will be personally responsible for any claims, damages, or liabilities incurred, and the sponsoring unit may also incur financial responsibility for resulting costs.
- Units are encouraged to distribute this information broadly to travelers, travel arrangers, faculty, staff, students, business managers, and approvers to ensure compliance and avoid uncovered claims or unexpected financial liability. Review details previously shared in the July NewsLink post.
Updated Rental Vehicle Rates Now in Effect
- Ohio State's new vehicle rental agreement with Enterprise/National and Hertz took effect on November 1, 2026. As part of the new agreement, rental vehicle rates have increased.
- Travelers continue to receive valuable contract benefits, including insurance coverage for authorized business rentals and access to discounted leisure rental rates.
- Travelers should note that rental rates are based on the vehicle pick-up date, not the reservation date. For example, a vehicle reserved several months ago but picked up on or after November 1 is subject to the new contract rates.
- In addition, some rental locations, particularly airports, may assess surcharges and location-specific fees that increase the total rental cost. Travelers and departments should consider these additional charges when budgeting for travel expenses.
- Updated contract summaries for each rental agency are now available and include current rates, covered services, insurance provisions, and information regarding applicable fees and surcharges.
