Ohio Senate Bill 1 (SB1) Compliance Tracking Updates

There are two new updates regarding Ohio Senate Bill 1 (SB1) compliance tracking.

Update #1 - It has been clarified that if the university pays for external speaker fees or honorariums on behalf of student organizations, the payments are not subject to SB1 tracking requirements. To align with this clarification, two new spend categories (and corresponding expense items) have been created for this purpose as listed below.

  • External Speaker Fee - Student Organizations (SC11048)
  • Honorariums - Student Organizations (SC11049)

 

Update #2  - Any expense (e.g., transportation, lodging, etc.) paid to or for a guest speaker must be tracked for SB1 Compliance per the terms listed below.

  • Lodging for a guest speaker at any hotel (including the Blackwell) must be paid with a PCard (or personal credit card) to ensure those costs are captured in Expense Report for SB1 Compliance reporting – even when there is no speaker fee or honorarium.
  • If using the Blackwell, the unit is responsible for advising the reservation desk that the lodging is for a guest speaker and will be paid with a PCard after-the-fact. The PCard does not need to be present at check-in. The Blackwell will bill the unit after-the-fact and send a payment link via OSU’s Nelnet system.
